New copyright regulation for HBO: the Easy Access regulation

In early February 2021, a new agreement was signed between the Netherlands Association of Universities of Applied Sciences and the publishers (UvO Foundation) regarding the use of copyright-protected material in education. This agreement, the Easy Access regulation HBO, gives AUAS lecturers much more scope for using material.

More opportunities for lecturers

In early February 2021, a new agreement was signed between the Netherlands Association of Universities of Applied Sciences and the publishers (UvO Foundation) regarding the use of copyright-protected material in education. This agreement, the Easy Access regulation hbo, gives AUAS lecturers much more scope for using material on Brightspace, in Teams and in other educational environments. The AUAS pays an annual fee for this.

Teachers may (with reference to the source, of course):

  • use a maximum of 50 pages from each publication (books, journal issues, etc.), with a maximum of 25% of the publication;
  • use a maximum of 50 images per presentation (PowerPoint, Prezi, etc.); conditions:
  • max. 25 images from the same publication, max. 10 images from the same author.

Longer extracts?

If a lecturer wants to use a longer extract, a request for permission to use a longer extract can be submitted via the UvO Web portal (in Dutch Only). The Copyright team of the Library can assist with this, auteursrecht@hva.nl. These longer extracts require additional payment.

Questions?

The Easy Access regulation HBO goes into effect retroactively as of 1 January 2021. The old agreement, the 'Reader regulation', ceases to apply.
